Final report on the blackout could be ready in six months, says minister

During the II Energy Conference of the Community of Portuguese Language Countries (CPLP), Maria da Graça Carvalho disclosed that the European network coordinating electricity transmission operators (ENTSO-E) has committed to making “the greatest effort” to expedite the conclusions of the investigation.

Although the regulatory deadline for the final report extends until the summer of 2026, the governments of Portugal and Spain have urged the entity to hasten the process.

“There is openness and goodwill on the part of ENTSO-E to accelerate because it faces pressure not only from Portugal and Spain but from Europe, which wants to know what happened and what can be done to prevent a recurrence,” stated Maria da Graça Carvalho.

Despite no firm date being set, ENTSO-E has pledged to make “the greatest effort” to potentially have the final report ready in six months.

According to the current regulations, the first factual report is due by October 28 and will serve as the basis for the final report, which must be completed by September 30, 2026, at the latest. The investigation is being carried out by a committee of experts specifically assembled to analyze the incident, classified as “exceptional and serious.”

The blackout, which affected Portugal and Spain for over 10 hours, has raised serious concerns about the security and resilience of the European electricity system.
