Fnam says that the proposal for the evaluation of doctors deepens “injustices”

The federation of unions expressed its position in a statement following a meeting with the Ministry of Health attended by the Minister Ana Paula Martins, regarding the adaptation of the integrated system of management and performance evaluation in Public Administration (SIADAP) to the medical career.

“The Government insists on imposing an assessment for doctors that not only fails to solve any problems within the medical career but also exacerbates injustices, blockages, and inequalities that have long weakened the National Health Service” (SNS), the union structure emphasized in a statement.

The Fnam advocated for an evaluation system for vertical progression with guaranteed automatic horizontal progression, through the reinstatement of the regime of diuturnities to ensure progression in remunerative positions every three years.

“What the ministry presented today is the opposite of that, proposing an even more unfair assessment, even more bureaucratic, even more punishing for those in the SNS, which almost completely blocks career progression,” lamented the federation.

According to Fnam, “it is unacceptable to attempt to impose” a model that “ties doctors to a bureaucratic maze,” reiterating its “total adherence” to the strike scheduled for December 11.

In the pre-notice dated Thursday, which includes minimum services, the Fnam demands the reinstatement of the 35-hour workweek, salary increases to offset the loss of purchasing power since 2012, and the reintegration of medical internships into the career, among other measures.

The Fnam also notes that it will meet with the Ministry of Health again next week.

Regarding SIADAP, the Independent Union of Doctors (SIM) has already warned of the “indispensable need to overcome the deeply unjust situation,” arguing that about 70% of doctors have no assessment whatsoever, due to the responsibility of the employers, and over 50% remain in the first category of the career, without the possibility of progression.

The SIM advocated that simplification of the model is essential, announcing that it will send its members a template to request curriculum assessment, addressed to those who have not completed SIADAP, “ensuring that all doctors who have not yet been assessed can initiate this procedure clearly and effectively.”

The union additionally emphasized that it will not waive the demand for the allocation of missing points since 2017, a “right that successive governments have refused, perpetuating an evident inequality.”

“If there is no resolution, there will be no choice but to appeal to the Ombudsman and the competent authorities,” the union structure highlighted.
