The federation announced that it sent a letter on Monday to the director-general requesting a revision of the DGAE guidelines sent to schools regarding career advancement. The focus is on teachers who were repositioned in their careers as of September 1, 2024, following the recovery of frozen service time during the ‘Troika’ intervention period.
“The FNE highlights the existence of contradictory and legally incorrect interpretations adopted by different DGAE guidance instruments concerning the requirement of a 365-day tenure in the grade where teachers were repositioned,” explained the teachers’ representatives.
According to FNE, the latest guidelines mandate a 365-day tenure in the grade where teachers were repositioned.
The federation continues, stating that this requirement can lead to conflicting interpretations and is being enforced even when teachers have accumulated enough time to advance but are being penalized due to being repositioned on September 1, thus preventing access to the next grade.
“This interpretation violates the principle of equal treatment among teachers and contradicts previously published official clarifications,” argued the union structure. They warn that if the guidelines are not amended, it may result in “unfair situations and salary overtaking among teachers with the same length of service.”
The FNE also considers it “unacceptable that tenured teachers are prevented from advancing” under the same conditions as contracted teachers.
