During statements to the press after the national state debate in parliament, José Luís Carneiro accused the Government of jeopardizing mobility within the CPLP with recent changes to the legal regime for the entry, stay, exit, and removal of foreigners from the national territory, approved by PSD, CDS-PP, and Chega.
“The CPLP celebrates its anniversary today. It was created on July 17, 1996, and it is crucial to recognize that such a decision — as I have pointed out to the Prime Minister — has significant consequences for our foreign policy. I do not want this to happen, but I am convinced that soon we will hear about this rush in these matters,” the socialist warned.
When asked if the PS agrees with Livre and BE that the President of the Republic should veto this decree from parliament, Carneiro expressed his belief that “there are matters that will not pass the evaluation of the Constitutional Court” but left the decision to the head of state.
“The President stated: if there are aspects, norms, that raise the slightest doubt, I will refer these proposals to the Constitutional Court. Therefore, if the President of the Republic decides to send it to the Constitutional Court, it means that the warnings we issued were justified,” he emphasized.
Carneiro highlighted that there are “chief officials of the Superior Courts” warning that they did not have time to comment “with depth and responsibility” on the decree and reiterated that the final global vote that took place in parliament constitutes “an act of great gravity” that contributed to “an unfavorable atmosphere from the perspective of institutional dialogue.”
According to the PS leader, it is important to clarify the “principle of agreement” that the leader of Chega claimed to have with the AD regarding some guidelines for changing the nationality law, which will be voted on in September.
