GNR officers make an unprecedented call for a protest in front of the AR

In an unprecedented move by the association representing the officers of the Guarda Nacional Republicana (GNR), which has never engaged in protest and has always maintained a reserved stance, the president of ANOG, Tiago Gonçalves Silva, expressed that the “discontent ranges from the highest ranks to the guards.”

Silva announced that ANOG is urging all GNR members to join a “concentration of discontent” scheduled in the coming days near the Assembly of the Republic. The protest aims to pressure the Minister of Internal Administration to meet with the Guard’s associations this September, insisting that the negotiation agenda includes the recalculation of retirement pensions, an issue deemed “very urgent” to resolve.

“We aim to convene as soon as possible to ensure the pension calculation is discussed in the State Budget meetings,” he emphasized, highlighting the government’s reluctance to address issues within the corps.

The Ministry of Internal Administration (MAI) has summoned five GNR associations and seven PSP unions eligible for government negotiations to engage in talks from October 6 to November 24. Discussions will encompass salary tables, career paths, and review of allowances.

The convocations stated that negotiations would recommence a process agreed upon in July 2024, which envisaged a phased increase of the risk allowance by 300 euros until 2026.

ANOG’s president criticized the scheduling of meetings, as Minister Maria Lúcia Amaral previously indicated they would commence in September.

“The delay, contrary to the minister’s indication, illustrates a stalling tactic aimed at excluding this matter from the upcoming State Budget. Consequently, in January 2026, there could be a more than 30% cut in pension calculations,” Silva argued.

Silva also noted the omission of pension calculations from the discussion agenda, stressing the importance of this point for enhancing the careers of GNR military personnel.

According to Silva, the GNR members are “severely disadvantaged compared to other special public administration careers,” such as doctors, judges, and Judicial Police inspectors, fueling “strong discontent.”

The issue affects all ranks, he added.

Additionally, PSP unions have expressed opposition to the proposed negotiation schedule by MAI, accusing the organization of demonstrating “little desire” to address police issues. The National Police Union (Sinapol) has announced protests for October.
