Government and social partners meet with budget proposal on the agenda

The official agenda for the meeting includes the presentation of the general guidelines of the State Budget for 2026 (OE2026) by the Minister of State and Finance, Joaquim Miranda Sarmento, and the European Council of October 2025 by the Secretary of State for European Affairs, Inês Domingos, among other topics.

The meeting is scheduled to start at 11:00 AM at the headquarters of the Economic and Social Council in Lisbon, and will be presided over by the Minister of Labor, Solidarity, and Social Security, as usual.

The update of the minimum wage is expected to be one of the topics discussed in the meeting.

The tripartite agreement on wage appreciation and economic growth for 2025-2028, signed last October between the Government, the four business confederations, and the General Union of Workers (UGT), revised upwards the trajectory of the national minimum wage, forecasting annual increases of 50 euros to reach 1,020 euros by 2028.

Thus, the document indicates that the national minimum wage will increase from the current 870 euros to 920 euros in 2026.

However, following the legislative elections on May 18, the government program set a new target to cover the entire legislature, aiming for the guaranteed minimum wage to reach 1,100 euros gross per month by 2029.

Regarding the benchmark for the overall increase in wages (discussed in collective bargaining), in the agreement signed in October, the government maintained the values predicted in the agreement signed by the previous government (4.7% in 2025 and 4.6% in 2026). For 2027 and 2028, it pointed to 4.5% in each of those years.
