
In a recent order, Maria da Graça Carvalho, the Minister of Environment and Energy, announced an interim appointment effective until the definitive designation of the responsible entity. This appointment follows the transposition of Directive (EU) 2024/1788, pertaining to common rules for the internal markets of renewable gas, natural gas, and hydrogen, as stated in REN’s communication to the Comissão do Mercado de Valores Mobiliários (CMVM).
The deadline for the national implementation of this directive is set for August 2026.
REN highlighted that with this appointment, REN Gás ensures national representation in the European Network of Network Operators for Hydrogen (ENNOH).
The appointment underlines the necessity to establish a responsible entity to fulfill commitments related to the reform of the regulatory framework for renewable hydrogen under the Recovery and Resilience Plan, as emphasized by the Minister of Environment and Energy.
The designated entity must comply with applicable national and European legislation, particularly regarding unbundling rules, safety, sustainability, and integration with existing energy systems.
The nomination process was managed by the Directorate-General for Energy and Geology (DGEG) and received a favorable opinion from the Energy Services Regulatory Authority (ERSE).
This opinion, dated June 20, 2025, acknowledges the suitability and convenience of naming REN Gás, SA, citing its experience, technical robustness, adherence to unbundling rules, and the necessity of ensuring national representation in the upcoming European Network of Network Operators for Hydrogen (ENNOH), which is expected to commence operations in July 2025.
