
The Ministry of Finance is set to initiate a comprehensive negotiation process concerning the Public Administration, as outlined in the General Labor Law on Public Functions, Article 350 and following articles.
Fesap, the Federation of Public Administration and Public Purpose Entity Unions, will be the first to engage in discussions at 9:00 AM, followed by the Trade Union Front led by the Union of State Technical Staff (STE) at 10:30 AM, and the National Federation of Public and Social Function Workers’ Unions (Common Front) at 12:00 PM.
Currently, the national minimum wage stands at 870 euros, with the public administration’s base salary at 878.41 euros.
In November 2024, the Government reached a multi-year agreement with two public service unions, Fesap and the Trade Union Front, focusing on enhancing public administration workers’ value.
The agreement stipulates an increase of at least 56.58 euros for gross monthly salaries up to 2,631.62 euros and a minimum raise of 2.15% for higher salaries by 2026.
For 2027 and 2028, the deal ensures an increase of at least 60.52 euros or a minimum of 2.3%.
Since the legislative term extends to 2029, both Fesap and the Trade Union Front, affiliated with the UGT, have expressed willingness to review the existing agreement to cover the entire term.
Both organizations have already submitted their demands.
The Trade Union Front, under STE’s leadership, will propose a 6.4% salary increase for public servants in 2026 and an adjustment of the meal allowance to 12 euros.
Fesap suggests raising the base public administration salary to 973.41 euros in 2026, with a minimum increase of 95 euros for all workers, and boosting the tax-free meal allowance to 10 euros per day.
The Common Front plans to present its demands on Thursday, September 25.
