
The regulation, effective from December 15, governs the transmission of data and electronic processing of requests submitted by victims to the Commission for the Protection of Crime Victims (CPVC) for the State’s advance compensation, and approves the application forms.
“Through the Compensation Request Management Platform, the goal is the dematerialization of the entire CPVC documentation flow, from the moment the compensation request is submitted using an electronic form at a designated counter, to the filing stage, enabling more efficient management of material and human resources, contributing to procedural speed and reducing backlogs,” it highlights.
Signed by Minister of Justice Rita Alarcão Júdice, the regulation states the significance of over 15 years since the creation of the Commission for the Protection of Crime Victims and highlights the necessity to implement the “digital by definition” process with this platform’s creation.
“The creation of the Compensation Request Management Platform and the associated rules for the electronic processing of all administrative and procedural activities represents a significant change in the procedures previously in place within the CPVC’s scope, which now assumes an electronic nature,” it emphasizes.
According to the order, communications and notifications to applicants are preferably conducted electronically, notably through informational messages produced by the Compensation Request Management Platform.
To safeguard exceptional situations where crime victims lack the resources necessary to submit the compensation advance request on the platform, the option to fill out the form provided by the CPVC remains, which can be sent by mail at the victim’s request, it explains.
The drafting of the regulation involved hearings with the Superior Council of the Judiciary, the Superior Council of Administrative and Tax Courts, the Superior Council of the Public Prosecutor’s Office, and the National Data Protection Commission.
The request for the granting of advance compensation by the State to victims of violent crimes and domestic violence is submitted on the Platform via the electronic application available on the CPVC website (https://cpvc.justiça.gov.pt/) without requiring prior user registration.
