Government explains the ceiling of €2,300: It’s an average of overvalued rents

“The mentioned value was calculated based on a market survey conducted in high-pressure areas, aiming to cover the largest number of rentals while excluding luxury and more expensive segments,” said a source from the office of the Minister of Infrastructure and Housing in a statement.

This implies a market study was conducted in areas with high demand and consequently higher prices. The median is therefore calculated in a range of prices higher than usual, encompassing more pressured rents, considering the national minimum wage.

The Ministry of Infrastructure and Housing was questioned following a report by the newspaper Público, which states today that the moderated value is up to 30 times higher than the median price.

The government decided to end the concept of affordable rent and establish the concept of moderated rent, with values between 400 and 2,300 euros, without municipal limits, to ensure transparency, specified the Minister of Housing, Miguel Pinto Luz, last Thursday.

The executive indicated that this range allows all rents to be included, even though acknowledging that in the districts of Lisbon and Porto there are rents above the defined maximum.

These values consider a household with a monthly income of about 5,750 euros.

In the analysis by Público, which cross-referenced data from the National Statistics Institute (INE), it is noted that among the 308 municipalities, none has a median sale or rental value above the considered moderated prices, respectively 648,000 and 2,300 euros.
