
António Leitão Amaro addressed parliament regarding the specialized review of the State Budget proposal for 2026 (OE2026) during a joint hearing of the committees on Culture, Communication, Youth and Sports, and Budget, Finance and Public Administration.
“In the government’s general secretariat, we continue the merger of eight general secretariats (…) creating a single, central government general secretariat that serves the entire government, not just with its traditional functions of accounting support, hiring, and human resources, but three key functions that all governments and the European Commission have, which are essential for performing their work with quality,” the official explained.
“Support, study and preparation of political and legislative decisions, monitoring and assessment of government action execution, and support for institutional communication,” he listed.
Currently, “the government’s general secretariat already has 315 people as a result of the initial mergers and eliminations of general secretariats,” said the Minister of the Presidency.
Throughout the next year, it “will grow with the elimination of the other general secretariats, already underway in the Ministries of Finance and Education, to be completed next year, and to continue with Labor, Justice (…) and Health,” he added.
