
The Portuguese government has announced the availability of several properties in Lisbon, Porto, Póvoa de Varzim, Felgueiras, Marco de Canaveses, and Matosinhos, with the resolution published in the Diário da República today.
This initiative aims to bring to market properties that the State and ESTAMO – Participações Imobiliárias no longer require. These properties are intended for housing or non-housing purposes, provided that the proceeds from their sale are diverted to public housing policies, as highlighted in the decree.
The procedures for the disposal of these properties must begin before the end of the first quarter of 2026, aiming for completion by the end of the following year.
The base sale price for each property will be determined by an order from the government officials responsible for Finance and Housing. This will take into account evaluations from at least two independent and credible entities.
For properties still occupied by public administration services, the decree indicates that the State can continue to use them free of charge until the end of 2027.
Among the properties are those vacated due to the relocation of ministries and public entities to the Campus XXI building in Lisbon.
In Lisbon, nine buildings and a plot in Quinta das Conchinhas are being put on the market. According to the Instituto da Habitação e Reabilitação Urbana (IHRU) website, there is a planned urbanization project there with 168 homes and 4,080.50 m² for commerce and services.
Properties up for sale in Lisbon include the former headquarters of the Council of Ministers, along with various buildings previously occupied by the Ministries of Education, Economy, and Health, such as the Directorate-General for Higher Education, the Directorate-General for Economic Activities, and the General Secretariat of the Ministry of Health.
In Póvoa de Varzim, three plots in Fraião (Beiriz) are affected; in Felgueiras, the Quinta de Sergude (Sendim) is available; and in Marco de Canaveses, the “Bouça das Cruzes” plot (Valdecidos) is included.
In Porto, properties are offered on Rua do Cerco and Rua de Tirares in Campanhã, and in Matosinhos on Rua Carlos de Carvalho and Rua Roberto Ivens.
