
As preparations for the State Budget proposal for 2026 are underway, reports indicate the government is considering salary increases for public sector workers exceeding 60 euros per month, which is more than previously anticipated for the upcoming year.
The previous plan suggested an update of 56.58 euros or 2.15% for the next year, but the Finance Ministry is reportedly reviewing it upward with an eye toward the legislative period extending to 2029.
This means increases of 60.61 euros could be on the table.

Under the current agreement, which was interrupted by a government change, there was a salary increase ranging from 6.9% to 2.15% this year for approximately 760,000 state workers. In practice, this translated to increases between 56.58 euros and 146.63 euros.
Within the same agreement, the Base Remuneration of Public Administration (BRAP), also known as the state’s minimum wage, increased by 56.28 euros (from 821.83 euros to 878.41 euros).
For 2027 and 2028, the agreement foresees increases of 60.52 euros up to approximately 2,620 euros in salary and 2.30% for higher wages. However, with the legislative period extending to 2029, an upward adjustment is expected.
State Workers’ Salaries Increase by 6.4%: What’s the Average Salary?
Salaries of public sector workers rose by 6.4% in April compared to the same period last year, reaching 1,863.4 euros, according to the latest data from the Directorate-General for Administration and Public Employment (DGAEP).
According to the Public Employment Statistical Summary (SIEP), in “April 2025, the average monthly base salary for full-time workers in the public administration sector was 1,863.4 euros.”
This figure represents a “global average variation of +3.0% compared to January 2025, and a year-on-year variation of +6.4%.”
The report also states, “this growth is due to various factors, such as: the adjustment of the guaranteed minimum monthly remuneration (RMMG) to 870.00 euros and the BRAP to 878.41 euros, the application of approved salary enhancement measures for public service workers, and the entry and exit of workers at different wage levels.”
As a result, the “average monthly earnings in the public administration are estimated at 2,223.7 euros for April 2025, representing a quarterly variation of +2.6% and a year-on-year variation of +6.9%.” The report further explains that the “year-on-year variation results from the increase in the average monthly base salary, along with most other earnings components (such as regular supplements and overtime payments).”
