
The government announced today that it has approved a Cabinet Resolution proposing to His Excellency the President of the Republic the appointment of Vice Admiral Luís Pedro Pinto Proença Mendes as Chief of the Military Mission to the North Atlantic Treaty Organization and the European Union, effective August 5, 2025.
According to a biographical note published in the February 2025 edition of the Armada Magazine, Vice Admiral Proença Mendes was born in 1966 and enrolled in the Naval School in 1984, where he specialized in navigation.
As a general officer, he served as Head of the Military Intelligence and Security Center of the Armed Forces General Staff and as Deputy Commander of the Naval Command.
He was also Chief of Staff to the former Chief of the Naval Staff, Henrique Gouveia e Melo, who is now a candidate for President of the Republic.
Between 2007 and 2011, he commanded the NRP Sagres, completing over 650 days of mission and covering 65,000 miles in 10,000 hours of navigation, including a six-month voyage to the South Atlantic and Indian Ocean and an 11-month “world tour” passing Cape Horn, Chile.
