Government wants to reduce mobility so that teachers return to schools

The Ministry of Education, Science, and Innovation (MECI) announced that rejection criteria will now include the mobility of teachers in “recruitment groups or territorial areas with a history of teacher shortages.”

Assignments that can be covered by the school’s own teachers or senior technicians will also be scaled back, as well as “mobility to entities where the functions performed by teachers do not have a direct impact on curricular learning.”

“Mobility will only be authorized with a clear and objective presentation of the role to be performed, the match between the teacher’s profile and the proposed functions, as well as assurance that the teacher’s absence does not compromise teaching activities,” the statement from the ministry said.

Each year, the MECI authorizes temporary mobility of teachers through reassignment to perform teaching duties in other public schools or through requests to carry out technical or techno-pedagogical functions outside the educational system.

Last year, the government set a target to reduce statutory mobilities by 25% to address the issue of teacher shortages.

According to MECI, the revision of rules for the upcoming school year is part of a second phase of the plan “More Classes, More Success,” expected to be presented soon.

“The shortage of teachers in various recruitment groups and different geographical areas of the country, along with the need to ensure all students receive lessons and have equitable access to quality education, justifies the adoption of more stringent and rigorous criteria for the annual analysis of statutory mobility requests,” the ministry wrote.
