The construction project, which will span 10 kilometers, is outlined in the Council of Ministers’ Resolution 69/2025, dated March 20. According to the Ministry of Infrastructure and Housing (MIH), “it is one of the strategic road investments for the country, valued at approximately 80 million euros, long demanded by the residents and municipalities involved, due to its importance for economic development and the reduction of regional isolation.”

The communiqué indicates that the project involves constructing an alternative route between the Canedo junction of Highway 32 and the Serrinha industrial zone, extending the existing variant across the municipalities of Santa Maria da Feira and Castelo de Paiva in Aveiro district, within the parish unions of Canedo, Vale, and Vila Maior, and Raiva, Pedorido, and Paraíso, as well as the municipality of Gondomar in Porto district in the parish of Lomba.

Minister Miguel Pinto Luz, quoted in the statement, noted that this is “a highly anticipated intervention, exemplifying the strengthening of national cohesion and equal opportunities for all citizens, regardless of where they live (…) and this is a fundamental function of the State.”

The government also notes that Resolution 69/2025 envisions around 30 major investments valued at approximately 6.5 billion euros, essential for economic development and access to fundamental services, promoting mobility as a crucial factor for a complete democracy.

The deadline for submitting proposals is October 23. The project, initiated by Infraestruturas de Portugal, is scheduled for completion in 900 days.
