The Passe Ferroviário Verde generated over 13 million euros in revenue for CP in its first year, with 120,000 new pass customers and approximately 650,000 tickets sold. So, what is its purpose, who can buy it, and how much does it cost?
1 – What is its purpose?
The Passe Ferroviário Verde allows travel by train throughout the country, as detailed on the CP – Comboios de Portugal website.
This pass is loaded onto the CP Card for the desired validity period (30, 60, or 90 days). Its validity corresponds to the purchased modality and for a specific period; therefore, a pass holder without a loaded or expired pass cannot travel and is considered a customer without a transport ticket, subject to a fine, as explained on the transport company’s website.
It should be noted that urban trains cannot be used on sections covered by the Andante and Navegante intermodal passes.

In practice, it allows travel on any route on the following trains:
- Intercidades (only in 2nd class and with mandatory and free advance reservation);
- Regional Trains;
- InterRegional Trains;
- Urban Trains of Coimbra;
- Urban Trains of Lisbon (for routes not covered by the metropolitan intermodal pass): Carregado/Azambuja;
- Urban Trains of Porto (for routes not covered by the metropolitan intermodal pass): Vila das Aves/Guimarães; Paredes/Marco de Canaveses; Paramos/Aveiro; Lousado/ Braga;
- While using Urban Trains of Porto, passengers must present proof of purchase to the Inspection Agent during ticket verification.
2 – Who can buy it?
The Passe Ferroviário Verde is valid on CP trains for Portuguese and foreign residents in Portugal and can be purchased on any day, as stated on the CP – Comboios de Portugal website.
3 – How much does it cost?
The price depends on the chosen modality, according to CP:
- Passe Ferroviário Verde – 30 days – 20.00 €;
- Passe Ferroviário Verde – 60 days – 40.00 €;
- Passe Ferroviário Verde – 90 days – 60.00 €.
No other discounts apply.
On the anniversary of the Passe Ferroviário Verde’s implementation, priced at 20 euros monthly, the Ministry of Infrastructure stated that these figures demonstrate that creating a “flexible, accessible, and above all digital product” is a “recipe for success.”
According to CP – Comboios de Portugal, in September, more than 67,000 subscriptions were sold, setting a monthly record, and nearly 2.2 million reservations were made on Intercidades trains within a year, with about 28% of the passes purchased by new customers.
Additionally, CP reported that data shows about half of the passengers traveling with the Passe Ferroviário Verde used more than one service.
“We are successfully achieving the goal of attracting more people to public transport, thereby also reaching decarbonization targets,” emphasized the Minister of Infrastructure, Miguel Pinto Luz.
When the measure was announced, the Government indicated that CP would be compensated 18.9 million euros annually through a public service contract with the State, for the revenue loss due to the Passe Ferroviário Verde’s implementation.
On October 8, 2024, CP’s Workers’ Commission deemed the Government’s planned compensation insufficient, a statement that surprised and was repudiated by CP President Pedro Moreira, who asserted that this amount was calculated with precision by the company.
Earlier this year, on April 14, at a lunch-debate organized by the International Club of Portugal in Lisbon, the Minister of Infrastructure stated that if the revenue increase trend continued during the first two months of the year, CP would not need any compensation for the pass.
