The man detained by the Polícia Judiciária (PJ) last week, for being sought by Kazakhstani authorities, has been placed under house arrest, as indicated by the Évora Regional Attorney General’s Office this Monday.
In a statement released on its website, the attorney’s office noted that the man was detained on Wednesday, June 25, “following a formal request for provisional detention with a view to extradition, issued by the Kazakhstani authorities.”
The arrest took place in the locality of Quarteira, in the municipality of Loulé, for “the practice of misappropriation or diversion of entrusted goods.”
“Following the hearing of the detainee at the Évora Court of Appeal on June 27, 2025, the Public Prosecutor required the maintenance of the detention of the citizen, and it was determined that he would await the further terms of the process deprived of liberty, subject to a house arrest measure with electronic monitoring, which he accepted,” explained the Évora Regional Attorney General’s Office.
Last Friday, the PJ indicated in a statement sent to newsrooms that they had detained a foreign citizen sought by Kazakhstani authorities for “strong suspicions of committing the crime of qualified fraud.”
According to the PJ, between 2019 and 2022, the “man reportedly orchestrated a scheme that involved the fictitious signing of contracts for the supply of equipment and sports uniforms with affiliated organizations.”

The foreign man, aged 69, is sought for “strong suspicions of committing the crime of qualified fraud” and has defrauded the State of Kazakhstan of 1.8 million euros. He faces up to 12 years of imprisonment.
However, the “allocated funds were illegally withdrawn and distributed among members of the criminal group.” The money “was later transferred through intermediaries or issued as dividends.”
With the criminal act, the man caused a loss to the Kazakhstani government amounting to 1,800,000 euros currently and could be sentenced to a 12-year prison term.
According to the PJ, the arrest was carried out by the Criminal Information Unit, as part of international cooperation efforts.
