Land Registry diploma approved

The Council of Ministers approved this Thursday the decree-law that approves the legal regime for land registry, and reinforces the role of the Single Point of Contact (BUPi) as the single point of contact for citizens in matters of land registry.

With the approval of this scheme, the BUPi is the only interface for interaction between the citizen and the public administration in matters of land registry.
Simultaneously, the BUPi assumes the role of a communication platform between Public Administration entities in this field, and between them, with particular emphasis on interoperability with the Directorate General of Territory (DGT), the Institute of Registration and Notary Affairs (IRN) and the Tax and Customs Administration (AT).
The single land registry enforcement regime is the result of joint work between several governmental areas and reinforces sharing and interoperability, with the purpose of avoiding duplicate communication and disparate information between entities.
The law has also expanded the range of entities competent for land registry operations that used to be performed exclusively by the DGT, and can now be carried out by the Regional Coordination and Development Commissions (CCDR), local authorities, the Directorate General of Treasury and Finance, the Directorate General of Agriculture and Rural Development, among others.
This measure also aims to increase the number of properties with a cadastre, so that citizens, companies and other entities can ascertain the geographic location and configuration of the properties.
The BUPi is already present in 143 of the 153 Portuguese municipalities that do not have a land registry. More than 160,000 people have already identified more than 1 million properties, free of charge and with no increase in taxes, in a project that is supported by more than 870 qualified technicians registered on the BUPi platform.
