
According to the latest Statistical Summary of Housing released by the Association of Civil Construction and Public Works Industries (AICCOPN), the number of municipal licenses issued for the construction and rehabilitation of residential buildings rose by 18.1% year-on-year up to March, reaching a total of 5,142.
The number of dwellings licensed for new constructions increased by 30.5%, totaling 9,804 new homes.
In the first three months of the year, AICCOPN’s data also indicate that cement consumption in the national market experienced a year-on-year decrease of 2.3%, amounting to 942,800 tons.
The amount of new housing credit granted by banks, excluding renegotiations, increased by 41.0% in March, reaching 5,235 million euros, with the interest rate on housing loans set at 3.74%, a decrease of 88 basis points compared to the same period last year.
In March, the median housing value, calculated for the purposes of bank appraisals, saw a year-on-year increase of 16.9%, driven by a 17.7% rise in the apartment segment and a 10.5% increase in houses.
Focusing on the Setúbal Peninsula, AICCOPN noted a 7.9% increase in the number of dwellings licensed for new constructions in the 12 months ending in March 2025, rising to 2,223 compared to 2,060 in the previous 12 months.
Of this total, 7% corresponded to types T0 or T1, 23% to T2, 48% to T3, and 22% to T4 or higher.
Regarding the bank appraisal value of housing in this region, there was a year-on-year increase of 18.5% in March.
