
“I want to tell you, face to face, the Government will change or propose changes to the public procurement law. It will provide greater simplification in licensing processes. In both cases, this requires a great deal of trust with decision-makers,” emphasized Luís Montenegro.
During the closing session of the XXVII Congress of the National Association of Portuguese Municipalities (ANMP), which concluded today in Viana do Castelo, the Prime Minister also stated that the Government will “revisit all areas” of decentralization and is set to establish, in January, a working group to define the model for the new local finance law for 2027.
“We will revisit all areas that have already been subject to decentralized areas and will look at others to conclude that in some cases we need to go further and in other cases we need to create new areas,” he said.
The leader stressed the need to correct what is wrong from the perspective of decentralization, and also what is wrong in the criteria that allow municipalities to manage their financial capacity.
