Line by line, AR starts debate and voting on proposals for OE2026

The parliament is set to debate the articles and proposed amendments of the OE2026 budget in the morning, followed by voting, clause by clause, later in the day. This year has seen a record number of amendment proposals submitted by political parties.

By the deadline, parties had submitted a total of 2,176 amendment proposals. The parliament website shows PSD/CDS-PP submitted 57 proposals, Chega 614, PS 117, Iniciativa Liberal 112, Livre 330, PCP 532, Bloco de Esquerda 182, PAN also 182, and JPP 50.

The debate and voting sessions start today and will span five days, with a one-day pause for the 25th of November celebrations. The closure of the discussions and the final global vote are scheduled for November 27.

Among the highlighted proposals are measures related to pension increases, supported by nearly all parties, and the abolition or exemption of certain tolls.

The government presented the OE2026 budget to parliament on October 9, one day before the deadline and three days ahead of municipal elections.

In its macroeconomic forecast, the PSD/CDS-PP government projects GDP growth of 2% this year and 2.3% in 2026.

The government aims to achieve budget surpluses of 0.3% of GDP this year and 0.1% next year. The debt ratio is anticipated to decrease to 90.2% of GDP in 2025 and 87.8% in 2026.

The proposal was approved in principle on October 28, with affirmative votes from PSD and CDS-PP, abstentions from PS, PAN, and JPP, and votes against from Chega, PCP, IL, Livre, and BE.
