Lisbon Metro: Here’s when the expansion work of the Red Line begins

Cristina Pinto Dias is accompanying the Minister of Infrastructure and Housing, Miguel Pinto Luz, who is being questioned in parliament today regarding the detailed discussion of the State Budget for 2026 (OE2026), specifically responding to deputies’ questions about the Lisbon Metro, which falls under her jurisdiction.

“The construction of the Red Line will commence in December 2025, and additionally, in December 2025, the contract for the construction of the Violet Line will also be awarded,” announced Cristina Pinto Dias.

The funds required to extend the Red Line to Alcântara, passing through Campolide/Amoreiras, Campo de Ourique, and Avenida Infante Santo, amount to 405 million euros, of which 357.5 million was supposed to come from the PRR. However, the delayed start of the project resulted in the loss of some European funding.

The tender for the extension was won in 2023 and signed in December of the same year by the Mota-Engil consortium for a contractual price of approximately 321.9 million euros, but the process was delayed due to legal challenges from other competitors.

By March 2024, the contract received prior approval from the Court of Auditors but still awaited a decision from the Lisbon Administrative Court following a lawsuit filed by one of the competitors.

In October of this year, the Secretary of State for Mobility informed the Infrastructure, Mobility, and Housing Committee in the Assembly of the Republic that the project had not yet progressed on the ground due to the absence of the Environmental Compliance Report of the Execution Project (RECAPE) and the authorization from the National Emergency and Civil Protection Authority.

Currently, the Red Line is a circular line connecting the São Sebastião and Aeroporto stations.

According to Cristina Pinto Dias, in December 2025, the contract for the construction of the future Violet Line will be awarded, representing the new Odivelas/Loures Light Surface Metro.

The Violet Line, spanning 11.5 kilometers, includes 17 stations: nine in the municipality of Loures (serving the parishes of Loures, Santo António dos Cavaleiros, and Frielas over approximately 6.4 kilometers) and eight in the municipality of Odivelas (serving the parishes of Póvoa de Santo Adrião and Olival de Basto, Odivelas, Ramada, and Caneças) over a total of about 5.1 kilometers.

The stations will feature various types, with 12 above ground, three underground, and two in trenches.

The initial public tender for the Violet Line project was launched on March 15, 2024, resulting in the exclusion of all proposals submitted by economic operators due to exceeding the tender’s base price by an average of about 46%.

In July, Lisbon Metro announced it had received four proposals for the construction of the Violet Line, with values ranging between 598.8 and 716 million euros.
