
The tender for the construction of the Violeta Line was launched by Metropolitano de Lisboa on April 15, with a base price of 600 million euros, excluding VAT.
Bids were submitted by MasterStylo — Eletricidade e Telecomunicações, Lda, and Mota Engil, Engenharia e Construção, S.A./Zagope — Construções e Engenharia, S.A./Spie Batignolles International — Sucursal em Portugal.
Proposals were also submitted by Teixeira Duarte — Engenharia e Construções, S.A./Casais – Engenharia e Construção, S.A./Tecnovia — Sociedade de Empreitadas, S.A./E.P.O.S. — Empresa Portuguesa de Obras Subterrâneas, S.A./Somafel — Engenharia e Obras Ferroviárias, S.A./Jayme da Costa — Energia E Sistemas, S.A., and FCC Construcción, S.A./Contratas y Ventas, S.A.U./Comsa, S.A.U./Comsa Instalaciones Y Sistemas Industriales, S.A.U./Fergrupo – Construções Técnicas e Ferroviarias, S.A.
“The bid amounts will be disclosed after the legal deadline for filing any objections to the list of bidders has passed,” Metropolitano de Lisboa said in a statement.
According to the company, the “public tender is intended for the contracting of various components of the project, such as the design and construction of the Light Metro infrastructure and the surrounding urban reorganization, the preparation of all studies for the initiation of public utility expropriation processes, and the supply of vehicles.”
This investment is part of the Metropolitano de Lisboa’s network expansion plan and is expected to be completed by 2029.
The Violeta Line, spanning 11.5 kilometers, includes 17 stations: nine in the municipality of Loures (serving the parishes of Loures, Santo António dos Cavaleiros and Frielas, approximately totaling 6.4 kilometers) and eight in the municipality of Odivelas (serving the parishes of Póvoa de Santo Adrião and Olival de Basto, Odivelas, Ramada, and Caneças), altogether measuring about 5.1 kilometers.
The stations will vary in type, with 12 above ground, three underground, and two trench stations.
The first public tender regarding the construction of the Violeta Line was launched on March 15, 2024, and resulted in the exclusion of all proposals submitted by economic operators, as they exceeded the tender’s base price, on average by about 46%.
“In this context, it was necessary to update the investment cost in line with the price increases occurring between the conclusion of the preliminary study (in 2023) and the estimated start of the new public contract bidding process, resulting in an increase in the total investment cost by 150.2 million euros,” the statement noted.
