Livre wants to test basic income for cohesion and a minimum wage of €970

Two amendments to the State Budget for 2026 have been presented by the spokesperson and parliamentary leader of Livre, Isabel Mendes Lopes. During a press conference in parliament, she explained that the basic cohesion income aims to allow citizens to move to low-density population areas, such as the country’s interior.

“We propose a pilot project costing approximately 60 million euros covering 10,000 people,” stated the parliamentary leader, adding this income could assist in dealing with potentially higher living costs or land maintenance.

While the National Minimum Wage is typically a matter discussed in social dialogue between the Government and social partners, Livre submitted a budgetary amendment proposal advocating for an increase to 970 euros, which is 100 euros more than this year and 50 euros above the government’s plan.

The party, also led by Rui Tavares, expects to present around two hundred amendment proposals in total.

When questioned about the estimated budget impact, Isabel Mendes Lopes did not specify an amount but emphasized compensatory measures like canceling the reduction of corporate tax for large companies or implementing a tax on large fortunes exceeding 20 million euros, potentially generating revenue of “200 to 300 million.”
