
Law graduate from the Faculty of Law at the University of Lisbon, Maria Madalena de Sousa Monteiro Oliveira e Silva holds a Master’s degree in Public International Law from the University of Law, Economics, and Social Sciences of Paris (Paris II), as stated in the curriculum note released by the Government in June of last year.
Madalena Oliveira e Silva also completed a postgraduate degree in Community Law at the College of Europe, Bruges (Belgium), and an Executive Management course at the Portuguese Catholic University.
Before becoming an administrator at AICEP, she served as an advisor to the Board of Directors of the same entity since January 2024.
From April 2017 to June 2023, she was an executive director at AICEP, responsible for legal and financial areas, investment and internationalization incentives, contextual costs, and commercial support for companies.
Within AICEP, she has held management roles related to the oversight and implementation of investment projects since 2008, and led the office of the President of the Board of Directors of the Agency in 2007, as well as overseeing the management of the external network.
From 1998 to 2005, she was part of the board of public social security agencies with responsibilities in human resources, administration, auditing, and real estate management.
From 1989 to 1998, Madalena Oliveira e Silva held the position of legal director at ICEP – Investments, Commerce, and Tourism of Portugal, was deputy director of Foreign Investment, and coordinated the legal area of foreign investment.
“In this capacity, she participated in the negotiation of investment contracts, bilateral and multilateral intergovernmental investment agreements, and was involved with the OECD’s Multinational Enterprises and Investment Committee, presenting on investment at international seminars promoted by the OECD and UNCTAD,” according to her curriculum note.
On June 3, 2024, the government dissolved the AICEP administration led by Filipe Santos Costa, who had assumed the presidency less than a year prior, on June 5, 2023, for a three-year term.
Ricardo Arroja, an academic and consultant, was chosen as a replacement, having taken on the role on June 4 last year, before being replaced after just over a year in office.
Her replacement was enacted by a Council of Ministers’ Resolution (RCM) “which approves the replacement of the AICEP president, with ‘a new president, an existing administrator, Madalena Oliveira e Silva,'” stated the Minister of the Presidency during a press conference.
