Marcelo gives ‘green light’ to change the rules in public procurement

The President of the Republic, Marcelo Rebelo de Sousa, enacted on Wednesday the government’s decree that relaxes public procurement rules, according to a note published on the Presidency’s website.

Given the need to expedite the implementation of structural funds and to test greater flexibility in public procurement, for the benefit of further assessment, the President of the Republic enacted the decree that relaxes public procurement rules, amending Law No. 30/2021, of May 21, and the Public Contracts Code,” the note stated.

According to the same statement, the President of the Republic “also enacted the decree that provides for the exclusion from the partial forestry regime and the submission to the same regime of land parcels located in the municipality of Miranda do Corvo.”

The Minister for State Reform, Gonçalo Matias, reiterated today that “there will be no layoffs” in the state reform process and “there will be no salary cuts.”

First phase of state reform is complete

The Minister for State Reform, Gonçalo Matias, stated yesterday that the first phase of state reform is complete and is progressing into various level two aspects.

Gonçalo Matias was speaking at the parliamentary committee on State Reform and Local Government during a regular hearing.

“We consider the first phase of the state reform complete,” the minister stated, with conditions set to proceed to the next phase.

Gonçalo Matias emphasized that the ministry is currently working with all ministries and reiterated that “by the end of the first half” of next year all these reforms “will be concluded.”

“We are already advancing on several level two plans,” citing the example of service at Citizen’s Shops.

“We are reformulating public service,” reiterated the Minister for State Reform.

Regarding the selection of Manuel Dias as CTO (Chief Information and Technology Officer of Public Administration) at ARTE (formerly AMA – Agency for Administrative Modernization), the minister praised him, stating that he “widely” meets the sought profile, as he masters technology and has in-depth knowledge of Public Administration.
