Government’s Defense Investment Plans
With the previous government, the plan was to achieve a 2% investment in defense by 2030. However, following the inauguration of the current government, it was decided to accelerate this investment to 2029. This decision does not negate the need for a pragmatic approach, which may require additional efforts from the Prime Minister to ensure successful implementation, as stated by Nuno Melo to journalists in Porto.

Nuno Melo made these remarks during the presentation of the book “Pires Veloso, hero beyond November 25,” held at the Santo Ovídio barracks, the former headquarters of the Northern Military Region and now the Personnel Command of the Army, located in Praça da República, Porto.
Prime Minister’s Commitment
On Monday, the Prime Minister, alongside NATO Secretary-General Mark Rutte, expressed Portugal’s readiness to further expedite the schedule for reaching the 2% of GDP investment in defense by 2029. When asked about specific timelines, Nuno Melo refrained from providing a date, emphasizing that the Prime Minister delivered a message of clarity regarding the situation.
Balancing Defense and Economic Stability
Melo highlighted the necessity of increasing defense spending while maintaining the economic performance and financial stability of the country. He pointed out the importance of meeting budgetary goals and fulfilling social obligations towards vulnerable populations. For Melo, achieving the 2% of GDP target in defense requires a balanced approach that considers all factors involved.
Future Evaluations and Improvements
According to the Minister of Defense, the 2% goal is seen as a realistic target based on the country’s circumstances. Any re-evaluation or acceleration beyond what has been proposed will be assessed by the government and announced by the Prime Minister. Melo stated that if Portugal meets the 2% target, with the budgetary increases planned until the commitment date in 2029, it would create opportunities for significant improvements within the Armed Forces, particularly concerning personnel, equipment, infrastructure, missions, and housing.
Comments on Political Developments
Melo also chose not to comment on the resignation of the Secretary of State for Local Administration, Hernâni Dias, nor on how the CDS/PP, the party he leads, plans to participate in the Porto municipal elections this autumn.
