
“I advise reading the reports, as there are regular Schengen evaluation reports for Portugal… Read the report on migratory pressure at European borders. The migratory pressure is in the central and eastern Mediterranean and the eastern European Union, as you can see from the report presented a few days ago, available in Portugal at the European Affairs Committee,” said José Luís Carneiro.
The Secretary-General of the PS spoke to journalists on the sidelines of a ceremony at the European Parliament in Brussels, celebrating the 25th anniversary of the EU Charter of Fundamental Rights.
“People need to stop and think, to reflect, to inform themselves, to clarify, to avoid falling into the traps of populist and demagogic political speeches,” commented José Luís Carneiro.
The report referred to by the Secretary-General of the PS is a document released by the European Commission to the European Parliament and the Council of the European Union on November 11, 2025, indicating that the main geographical areas of the EU under migratory pressure are those mentioned by José Luís Carneiro.
The report also indicates that the data on Portugal is incomplete.
Questioned about the government’s statements suggesting that incomplete data is attributable to the government, of which he was a part as Minister of Internal Administration, the socialist Secretary-General and former official rejected the accusations and expressed his willingness to “seriously and thoughtfully” discuss migrations with Prime Minister Luís Montenegro.
José Luís Carneiro also accused the government of failing to prove that Portuguese borders were weakened by the reform of the Immigration and Borders Service, promoted by the socialist executive led by António Costa.
