
The meeting did not start favorably for the aims of ASPP, according to the union’s president, Paulo Santos, who mentioned that during the meeting with Minister Maria Lúcia Amaral, held today at the Ministry of Internal Administration, the government evolved in its position and announced “the presentation of a formal proposal on November 28, a day after the final global vote on the State Budget for 2026.”
“We understood that the minister was limited in making something that could be implemented by January 1, 2026, as she currently lacks the autonomy for such a decision. However, we sensed an openness from the minister on this matter. Therefore, we are waiting, and we have expressed our readiness, should there be an opportunity for any matters to have retroactive effects from January 1, 2026,” said Paulo Santos.
If this doesn’t happen, ASPP does not guarantee its willingness to continue in the negotiation process, Santos added, explaining that the meeting began with the government attempting to “push forward the resolution of problems,” aiming for the practical effects of negotiations to be felt only in 2027.
“We stated that we could not continue this negotiation process because the issues presented today are very acute and deserve an immediate response,” said Paulo Santos.
Salary improvements, restructuring of remuneration supplements, and revision of service evaluation orders are the three areas ASPP insists must have effective consequences by January.
Regarding the possibility of accepting a phased proposal from the government, Paulo Santos preferred to wait for the document: “We are open to understanding what the government intends to present on November 28.”
The next ASPP meeting with the government is scheduled for that day to present the proposal.
The Minister of Internal Administration began today a negotiation process with PSP unions and GNR associations by meeting two of the structures that object to the government’s proposed schedule, accusing it of having “little willingness” to resolve issues.
Besides ASPP, the minister also met with the National Association of Guard Officers (ANOG) for a first round of negotiations ending on November 24, with topics such as wage tables, careers, and revision of supplements on the agenda.
Lusa attempted to contact ANOG’s president regarding today’s meeting but was unsuccessful.
According to PSP and GNR structures, the goal of this negotiation process is to initiate what was agreed in July 2024, which established a phased increase in the risk supplement by 300 euros by 2026, negotiations that did not advance under the previous government.
ASPP and ANOG criticize the schedule, arguing that, in the Ministry of Internal Administration’s proposed framework, negotiations will drag on over time, and main demands will not be included in the State Budget for 2026.
