
Maria Lúcia Amaral is set to meet with five GNR socio-professional associations at 10:00 AM and with six PSP unions at 3:00 PM, focusing on the signing of a negotiation protocol and the government’s initial proposal presentation.
These sessions follow a two-month period during which the minister met with various entities without presenting any proposals, amidst demands from PSP unions and GNR associations for concrete measures. The unions have accused the ministry of delaying decisions.
César Nogueira, the president of the Association of the Guard Professionals (APG/GNR), stated that he is unaware of the minister’s proposals but emphasized that the APG requires the first measure to focus on the remuneration statute.
Ricardo Rodrigues, president of the National Association of Guard Sergeants (ANSG), noted that the first proposal will address paid services revision, but he believes it is not the most critical issue.
Rodrigues explained, “From what was mentioned at the last meeting, there are four negotiation priorities: paid services, evaluation, health and hygiene at work, career and remuneration statute revision.”
Paulo Santos, president of the Union of Police Professionals Association (ASPP/PSP), expressed that he does not know the proposals but insists they want to negotiate what was agreed upon in July 2024 concerning the risk subsidy increase.
The head of the largest PSP union argued that the proposal should cover the pay scale, additional remunerations, and evaluation guidelines, effective January 2026.
“If the proposal does not encompass what was agreed, we will show an unwillingness to negotiate with the government,” he stated. In late October, ASPP signaled potential protests if the Minister of Internal Administration fails to present concrete proposals on pay and supplements, effective January 2026, by today.
