Minister says that financing in Africa can be strategic for Europe

“We must increasingly invest in robust value and supply chains in Africa. We need to support resilient healthcare systems in the global south and create conditions for sustainable economic opportunities in emerging markets,” stated Miranda Sarmento during his speech at the EurAfrican Forum held in Cascais.

The official views this as “an extraordinary opportunity” for Africa.

“A new wave of financing can boost the local economy, accelerate regional value chains, and promote startups that innovate and solve real-life problems for people,” he enumerated.

From the European perspective, he considered it a “matter of future.”

“Investing in development is not merely an act of solidarity or generosity; it is fundamentally a strategic decision that ensures dynamic markets and secures stability in interdependent and value chains, which we all need to achieve shared prosperity,” he added.

The minister emphasized the need for a combination of public and private investment, noting that unlocking financing requires more than just increasing budgets.

Therefore, he advocated for combining public aid budgets with private investment tools, venture capital, co-financing partnerships, or other instruments.

“We must create guarantees, risk insurance, and blended finance models that attract capital to strategic sectors such as renewable energy, digitization, education, and resilient infrastructure,” he argued, adding that trade policies can be aligned with investment and cooperation policies.

Miranda Sarmento also stressed that the discussion should focus on better investing, creating innovative instruments, and ensuring projects meet the priorities of partner countries, focusing on local communities.

The EurAfrican Forum, promoted by the Portuguese Diaspora Council, takes place today and Saturday in Carcavelos, Cascais (Lisbon), bringing together political leaders, entrepreneurs, researchers, and various personalities from diverse sectors to explore opportunities between Europe and Africa.
