The 2026 State Budget proposal (OE2026) is set to be delivered and presented this Thursday by Luís Montenegro’s government, at 12:00 PM and 1:15 PM, respectively, as announced by the Ministry of Finance in a press release distributed to newsrooms.
This is the second State Budget drafted by the Finance team led by Joaquim Miranda Sarmento. The proposal, already approved by the Council of Ministers, will be submitted a day ahead of the deadline and will be discussed in general at the end of the month, with the final global vote scheduled for November 27.
What is the purpose of this document? Practically, “it functions somewhat like a family budget,” explains the Ministry in a post shared on Instagram. “Just as the Silva family must manage what comes in and goes out each month, the State must also plan its revenues and expenses—ensuring that there is money for salaries and pensions and to maintain the operation of schools, hospitals, and other public services,” reads the same post.

The State Budget had to be delivered to parliament by October 10, but the Government moved it ahead to today, and the calendar for the OE2026 evaluation outlined by the parliamentary committee responsible for the budget indicates that the general discussion will occur on October 27 and 28. The voting on amendment proposals and the document, item by item, should start on November 20, with the final global vote on November 27.

Several matters treated separately will still affect the scope for negotiations and proposals, as the Government is aiming for a surplus. Measures such as those included in the housing package and the reduction of IRC have been discussed outside of OE2026, considering the executive wants a simpler document, free from “budget riders,” that can be approved by parliament.
The 2026 State Budget will be submitted to parliament today, with several matters treated separately still affecting the margin for negotiations and proposals, as the Government aims for a surplus.
