
Luis Montenegro shared a message on the social media platform X after the Ukrainian head of state disclosed that he invited the Portuguese prime minister to visit Ukraine.
“I reaffirmed Portugal’s full solidarity and constant support, as well as strong repudiation and condemnation of the ongoing Russian attacks,” stated Luis Montenegro.
“We will continue to participate in all efforts to ensure a just and lasting peace. Portugal will stand by Ukraine in its reconstruction efforts,” he added.
In a message on the platform X, the Ukrainian leader revealed discussions with Luis Montenegro regarding “the involvement of Portuguese companies in Ukraine’s recovery and the joint production of drones.”
“We agreed that our teams will thoroughly explore all available opportunities for such cooperation,” he emphasized.

Regarding the Russian invasion of Ukraine, Zelensky reported that the two leaders discussed “diplomatic efforts and the development of security guarantees.”
“On Thursday, the Coalition of the Willing will meet to discuss the prepared security guarantee points, and we anticipate Portugal’s participation. A key component of the security guarantees we envision is Ukraine’s accession to the EU (European Union). We agreed that no division between Ukraine and Moldova should be allowed on this path,” stated Zelensky.

A European political source informed AFP today that the meeting will take place in Paris at a time when Washington’s efforts to end the Russian invasion of Ukraine seem stalled.
This so-called Coalition of the Willing comprises 30 countries, including Portugal, willing to provide security guarantees to Kyiv to prevent new Russian aggression after the current conflict ends.
The Ukrainian president also noted in his statement that Portugal has supported the warring country “from the beginning.”
“We truly feel it. I expressed our gratitude for all the assistance provided, including defense aid and funding for the Schools of Superheroes, which allow our children to continue their studies while receiving treatment,” he highlighted.
Volodymyr Zelensky further mentioned that Luis Montenegro shared the “impact of the major wildfires in Portugal,” expressing solidarity with the Portuguese people and wishing them “a speedy recovery.”
Russia launched its invasion of Ukraine in February 2022, marking the worst armed conflict in Europe since World War II, resulting in tens, if not hundreds, of thousands of deaths in both countries.
