More houses were sold in the 1st quarter of 2025. Prices also increased.

Housing prices accelerated by 16.3% while the number of transactions increased by 25.0% in the first quarter of 2025, announced the National Institute of Statistics (INE) on Monday.

“In the first quarter of 2025, the Housing Price Index (HPI) grew by 16.3% year-on-year, 4.7 percentage points (p.p.) higher than in the previous quarter,” reported INE.

It is noteworthy that the prices of pre-existing homes rose more than those of new homes.

“In the reference quarter, the rate of price change for existing homes was 17.0%, above that observed for new homes (14.5%),” according to the INE report.

Compared to the previous quarter, the HPI increased by 4.8% (3.0% in the preceding quarter):

“The category of existing homes registered a higher price growth than that of new homes, with increases of 5.3% and 3.7%, respectively,” adds INE.

More houses were sold

INE data reveals that between January and March 2025, 41,358 homes were sold, corresponding to a year-on-year increase of 25.0% (a variation of 32.5% in the previous quarter) and a sequential reduction of 8.5%.

“In value, the recorded transactions amounted to 9.6 billion euros, 42.9% more than the same period in 2024,” it states.

Who are the buyers?

In the reference quarter, homes purchased by buyers from the institutional Family sector amounted to 35,967 units (87.0% of the total), totaling 8.3 billion euros (86.2% of the total).

“Between January and March 2025, homes purchased by buyers with fiscal domicile in National Territory increased by 26.6% year-on-year, to 39,260 units. However, in this period, 5.1% of homes transacted (2,098 units) involved buyers with fiscal domicile outside National Territory, with the European Union category corresponding to 2.7% and Other Countries to 2.4%.

“The relative weight of acquisitions by buyers with fiscal domicile different from National Territory was the lowest since the second quarter of 2021. Among the transactions related to buyers with fiscal domicile outside the National Territory, distinct dynamics were observed: purchases by buyers with fiscal domicile in the European Union grew by 12.1% compared to the same period in 2024, totaling 1,109 units; the category of fiscal domicile Other Countries totaled 989 transactions, resulting in a year-on-year reduction of 8.3%, the fifth consecutive decline.”

And in regional terms?

In the same period, the North, with a total of 12,285 transactions, accounted for 29.7% of the total home sales, down 0.3 p.p. from the same period the previous year. It was followed by Greater Lisbon, with 8,018 units sold, and the Center with 6,501 units, representing 19.4% and 15.7% of the total, respectively. The first case recorded an increase of 0.3 p.p. in relative weight, while the latter saw a decrease of 0.6 p.p. in regional share.”
