More than a thousand mayors elect ANMP leaders this Saturday

At the XXVII ANMP Congress, following local elections, Pedro Pimpão, the re-elected mayor of Pombal (PSD), is poised to succeed the socialist Luísa Salgueiro, the current mayor of Matosinhos.

With the PSD winning more municipal seats nationwide, Luísa Salgueiro steps down from her role as president of ANMP, allowing the association’s presidency to pass into PSD hands.

The election of the ANMP’s various governing bodies takes place today. In addition to PSD-elected officials, the Board of Directors will include socialist representatives and independents.

For the first time, the CDU, which won in 12 municipalities, is excluded from the ANMP leadership, while Chega’s electoral performance, securing only three mayorships, falls short of gaining a seat on the Board of Directors.

Beyond electing new leaders, the congress will address topics crucial to municipalities in the coming years, including autonomy, decentralization, local financing, sustainability, and territorial cohesion.

The first issue, “Autonomy and Decentralization,” will be presented today at the Congress by Manuel Cordeiro, the mayor of São João da Pesqueira (PSD, ex-independent).

On Sunday, Ricardo Leão, the mayor of Loures (PS), will discuss “Local Financing,” emphasizing the push for a new local finance law, a key demand from municipal leaders.

On the same day, Francisco Lopes (PSD), the mayor of Lamego, will engage in a discussion on “Sustainability and Cohesion.”

On Sunday afternoon, the XXVII ANMP Congress’s resolution, outlining key conclusions and commitments from the municipalities for the upcoming term, will be deliberated and voted on.

Emídio Sousa, the Secretary of State for Communities and former mayor of Santa Maria da Feira, will present the event “Portugal Nação Global,” aimed at uniting Portuguese people worldwide, including entrepreneurs, local officials, and community representatives, to “promote business, partnerships, and economic development.”

The congress will also be attended by the Minister of Economy and Territorial Cohesion, Manuel Castro Almeida, and Prime Minister Luís Montenegro.

The ANMP holds congresses every two years, with only those following local elections being elective.

In the latest local elections, the PSD won the most municipal seats, regaining control of the ANMP from the PS, which had held it since 2013.

Nationally, the PSD, whether independently or in coalition, prevailed in 136 municipalities, while the PS won in 128, a shift from 2021 when the socialists triumphed in 149, compared to the PSD’s 114.
