
The Central Administration of the Health System (ACSS) announced an initiative to notify National Health Service (SNS) users via SMS about missing mandatory data in the National User Registry (RNU), urging them to visit their respective health units to complete the necessary information.
The ACSS stated in a press release that, in coordination with the Shared Services of the Ministry of Health, 1.1 million users with incomplete information required for an up-to-date RNU record will be contacted. This database gathers and identifies citizens accessing the SNS.
Out of this total, only 251,000 users are enrolled in primary health care, according to the communication. The SMS contact operation is set to run from Tuesday until the end of July.
“After this period and after 90 days, for users who still have missing information, there will be another contact operation,” assured the ACSS, adding that starting in January 2026, after all attempts to update data have been exhausted, “the conditions associated with each type of registration will automatically come into effect.”
An order from January determined that enrollment in a primary health care unit requires an updated record, including the complete biographical data of the user (such as name, age, gender, country of birth, and nationality), presentation of a tax identification number, civil identification documentation, and national residence registration.
For foreign citizens, the presentation of valid residence authorization (except for minors) is also necessary when applicable, mentioned the ACSS. The ACSS noted that this RNU update process has been gradually implemented by the Ministry of Health entities “with great precision, integrating preventive user contact measures to ensure no risk to their SNS access.”
