Negotiations with security forces unions begin on Friday.

“Tomorrow marks the beginning of negotiations with the unions and socioprofessional associations of security forces personnel,” stated Marisa Garrido during the debate on the State Budget for 2026 (OE2026), noting that the executive enters these negotiations with a “positive outlook.”

The Secretary of State was addressing an amendment proposal by Chega to the OE, which was brought to today’s plenary session. This proposal includes a provision for a special allowance in 2026 for PSP officers serving in the Foreigners and Borders Unit of the PSP (UNEF/PSP).

“We approach this process with a positive outlook, considering that since we began the process of enhancing public administration careers and workers, we have already secured 27 agreements for 21 special careers,” she stated.

The start of negotiations coincides with the deadline set by the Police Professionals’ Union Association (ASPP/PSP) for the government to present concrete proposals on salaries and allowances, to avert worker protests.

A month ago, ASPP President Paulo Santos told Lusa that he was giving one last chance to Minister of Internal Administration Maria Lúcia Amaral to present concrete proposals, effective January 2026. Failing this, the union would withdraw from negotiations and proceed with protests.

The date of November 28 had previously been indicated to the union by the minister as the time for proposal presentation.

The ASPP president argued that the proposal should cover the salary table, payment allowances, and the evaluation ordinance, with effect from January 2026.
