
The office of the current and re-elected mayor of Lisbon was asked about the distribution of portfolios in the new municipal executive, which will include eight elected members from the PSD/CDS-PP/IL coalition, six councillors from PS/Livre/BE/PAN, two from Chega, and one from CDU (PCP/PEV), but no response was received.
The ceremony for the installation of municipal bodies for the 2025-2029 term will take place from 17:00 at the Alcântara Maritime Station, featuring the swearing-in of the 17 elected members for the Lisbon City Council and the 75 deputies of the Municipal Assembly, which includes the 24 parish council presidents.
In the October 12 elections, social democrat Carlos Moedas was re-elected as president of the Lisbon City Council through the “Por ti, Lisboa” – PSD/CDS-PP/IL candidacy, which received 110,586 votes (41.69%) and secured eight mandates, one more than the seven obtained in 2021, falling short of an absolute majority that would require the election of nine out of the 17 executive members.
The new team of the re-elected mayor includes Gonçalo Reis (PSD), Joana Baptista (independent indicated by PSD), Rodrigo Mello Gonçalves (IL), Diogo Moura (CDS-PP), Maria Aldim (CDS-PP), Vasco Moreira Rato (independent indicated by PSD), and Vasco Anjos (IL). From the previous team, Carlos Moedas retained only the Christian democrat Diogo Moura, who held portfolios such as Economy and Innovation.
The second most voted candidacy was “Viver Lisboa” – PS/Livre/BE/PAN, with 90,068 votes (33.95%), and elected six councillors: Alexandra Leitão (PS), Sérgio Cintra (PS), Carla Madeira (PS), Pedro Anastácio (PS), Carlos Teixeira (Livre), and Carolina Serrão (BE).
Chega was the third most voted candidacy, just one vote ahead of CDU (PCP/PEV coalition), and elected two councillors: Bruno Mascarenhas and Ana Simões Silva.
The one-vote difference reflected in the loss of a communist councillor in Lisbon, compared to the two elected in 2021, with CDU managing to elect only João Ferreira, failing to re-elect Ana Jara.
In the 2021-2025 term, the municipal executive included seven members from the “Novos Tempos” – PSD/CDS-PP/MPT/PPM/Aliança coalition, seven from the “Mais Lisboa” – PS/Livre coalition, two from CDU, and one from BE. Chega elected councillors in 2021.
Immediately following the installation act of the municipal bodies for the 2025-2029 mandate, an extraordinary session of the Lisbon Municipal Assembly (AML) will take place to elect the AML Board, replacing the outgoing president Rosário Farmhouse (independent elected by the PS/Livre coalition), who did not run again in the recent local elections.
In these elections, the most voted list for AML was the PSD/CDS-PP/IL coalition, headed by Margarida Mano (PSD), a former Minister of Education and Science in Pedro Passos Coelho’s government, followed by the PS/Livre/BE/PAN candidacy, led by André Moz Caldas (PS), a former Secretary of State for the Presidency of the Council of Ministers in António Costa’s government.
Among the 75 AML members, the PSD/CDS-PP/IL coalition elected 21 deputies, along with 11 parish presidents, the PS/Livre/BE/PAN candidacy obtained 18 deputies, adding 12 presidents, CDU secured six elected members and one parish president (Carnide), and Chega elected six deputies.
In 2021, the PSD/CDS-PP/MPT/PPM/Aliança coalition secured 17 seats in AML and 13 parish presidents, the PS/Livre candidacy obtained another 17 deputies and 10 parish presidents, CDU six deputies and one president, BE four deputies, IL three, Chega also three, and PAN one.
