New prices: Here are the fuel values (after the government adjusted the ISP)

The prices of fuel decreased at the beginning of this week, but the reduction was not more significant due to the government’s decision to lower the discount on the Imposto Sobre Produtos Petrolíferos (ISP), as previously announced.

Calculations indicate that simple diesel fell from 1.634 euros per liter to 1.604 euros per liter between Friday and Monday, marking a decrease of three cents.

Meanwhile, simple gasoline 95 went from 1.719 euros per liter to 1.709 euros per liter during the same period, a decrease of one cent.

These average prices were updated this Tuesday by the Direção-Geral de Energia e Geologia (DGEG) on the website Preços dos Combustíveis Online.

The daily average prices are “calculated based on the prices reported by fuel stations, weighted with the quantities sold in the last known period, incorporating discounts practiced at fueling stations like fleet cards and others.”

Government Adjusts ISP

The government has reduced the current discount on the ISP, applicable to unleaded gasoline and road diesel, partially negating the anticipated fuel price drop for this week.

A decree published on Friday night in Diário da República, effective from Monday, states that the ISP rate applicable on the mainland for gasoline with a lead content of 0.013 grams per liter or less will increase from the current 481.26 euros to 497.52 euros per 1,000 liters.

The ISP rate for diesel will rise from the current 337.21 euros to 361.60 euros per 1,000 liters.

The Automóvel Club de Portugal (ACP) estimates that these amounts represent an effective tax increase per liter of about 1.6 cents for gasoline and more than two cents for diesel.

Thus, while a reduction of seven cents per liter for diesel and 3.5 cents per liter for gasoline was expected for next week, the ISP increase means these decreases will be limited to five cents and two cents per liter, respectively.

The government states this revision aligns with the European Commission’s recommendations towards the gradual elimination of “exceptional and temporary” measures implemented to mitigate the fuel price hikes caused by the Covid-19 pandemic and the Russian invasion of Ukraine, “as the energy market evolves.”

“In this context, this decree partially reverses the extraordinary and temporary measures, updating the unit rates of the ISP on gasoline and diesel, promoting the necessary gradual reversal of temporary measures adopted in the ISP framework,” the document read.
