
Portugal launched the first Virtual Citizen’s Shop last week, providing 150 public services accessible to individuals and businesses. This digital initiative includes video call support by appointment, marking a significant step in the digital transformation of public services.

The portal for the Virtual Citizen’s Shop lists several services available, such as:
- Changing the Company Name, Headquarters, and Purpose
- Adjusting Share Capital
- Requesting Registration for Appointment or Change of Company Officers
- Company and Name Registration
- Canceling Effective Beneficiary Registration
- Accessing Company/Corporate Card Information
- Viewing Permanent Commercial Registration Certificates
- Establishing a Company Online
- Declaring the Effective Beneficiary
- Requesting a Company/Corporate Card

Virtual Citizen’s Shop Provides Over 150 Services
Among the 150 services currently offered, 23 are tailored for citizens, while 127 are aimed at businesses and entrepreneurs. These include address changes for the Citizen Card, driver’s license renewal, online company creation, company name or headquarters changes, and effective beneficiary registration requests.
Services were selected based on their relevance and usage frequency to ensure that common needs of citizens and businesses are prioritized on the new digital platform.
The Virtual Citizen’s Shop consolidates services from 22 public entities into one platform, allowing individuals and companies to solve their matters anytime and anywhere.
A notable feature is video call support, which provides human interaction in a digital environment, replicating the personalized experience of physical Citizen’s Shops.
Access to this service is appointment-based, ensuring availability and appropriate guidance for each user, whether an individual or a business.
Gonçalo Matias, the Deputy Minister and State Reform, stated that this represents “a new paradigm of public service, with a more agile state serving citizens.”
Manuel Dias, CTO of the State and president of the Agency for State Technological Reform (ARTE), emphasized the importance of ensuring that all essential public services are digitally accessible anytime and anywhere. He mentioned that the Virtual Citizen’s Shop enables time savings and bureaucracy reduction for citizens and businesses.
This platform, which will gradually evolve, brings public services closer to people, facilitating more convenient interactions with the state aligned with user needs.
The initiative is integrated into the gov.pt portal and represents a significant step towards the 2030 goal of making all public services digitally available, promoting a more accessible and integrated state.
