OE2026: Government wants to “strengthen support in ADSE” and improve satisfaction

In 2026, the government aims to optimize, enhance, and reinforce social support offerings in the ADSE network, as stated in the report accompanying the State Budget proposal for 2026 (OE2026), without further details provided.

Prime Minister Luís Montenegro’s administration also intends to improve satisfaction levels among beneficiaries of social services in the Public Administration.

The government submitted the OE2026 to parliament today, ahead of the deadline and three days before the municipal elections on Sunday.

In the macroeconomic scenario, the PSD/CDS-PP government forecasts Gross Domestic Product (GDP) growth of 2% this year and 2.3% in 2026.

The administration aims to achieve budget surpluses of 0.3% of GDP in 2025 and 0.1% in 2026. Additionally, it projects the debt-to-GDP ratio to decrease to 90.2% in 2025 and 87.8% in 2026.

The proposal will be discussed and voted on in general from October 27 to 28. The final overall vote is scheduled for November 27, following detailed debate procedures.
