
The Action Plan for the Media (PACS), which is set to be reviewed, was developed with 30 measures to support the sector and address significant structural and cyclical issues, as outlined in the proposal submitted by the Minister of State and Finance, Joaquim Miranda Sarmento, to parliament today.
The framework, which includes projected values for the media, outlines an action plan for the implementation of public communication policies worth 10 million euros. This includes ensuring that the #PortugalMediaLab fulfills its monitoring functions and revising PACS, with the latter having the indicator “launch and conclusion of the review process.”
PACS was introduced in October of last year and included plans for new legislation for the sector, a new public service concession contract for RTP, strengthening the independence of Lusa, and providing incentives to the sector.
The plan is based on four pillars: sector regulation, public service concession, incentives for the sector, and combating misinformation and media literacy.
The government stated its aim to “continue to evaluate, adjust, and enhance the role and mission of public radio, television, multimedia, and news services.”
In addition to studying the adoption of new legal, fiscal, business, and investment models impacting the media sector, the plan also aims to “promote and value the journalism profession.”
To combat misinformation, the government suggests implementing a “serious and democratic” strategy, which includes improving access to Lusa agency packages and distributing newspapers to all municipalities across the country.
