
By 11:30 am, a new record was set with the number of proposals submitted, following the extension of the deadline originally scheduled for 6:00 pm on Friday.
In detail, PSD/CDS-PP submitted 54 proposals, Chega 613, PS 110, Iniciativa Liberal 105, Livre 324, PCP 532, Bloco de Esquerda 181, PAN 182, and JPP 50.
During the hearing, Finance Minister Joaquim Miranda Sarmento addressed the “amendment proposals that the different parliamentary groups have already presented or will still present throughout the day [Friday],” noting that it is up to the MPs to decide whether they want to maintain the Budget as proposed, with a 0.1% GDP surplus allowing for “0.8% of GDP in PRR loans,” or prefer not having a surplus.
Last year also saw a record number of amendment proposals, with 2,123 submitted by the parties.
The Government submitted the 2026 State Budget to parliament on October 9, just before the deadline and three days ahead of municipal elections.
In the macroeconomic scenario, the PSD/CDS-PP Government forecasts a GDP growth of 2% this year and 2.3% in 2026.
The executive aims to achieve surpluses of 0.3% of GDP this year and 0.1% next year. Regarding the debt ratio, it is estimated to decrease to 90.2% of GDP in 2025 and 87.8% in 2026.
The proposal was approved in general terms on October 28, with the final overall vote scheduled for November 27.
