Oeiras remains the municipality with the highest income value

The Local Income Statistics, an annual report focusing on gross incomes declared to the tax authorities and adjusted for personal tax (IRS) paid, shows that in 2023, the median net income per person in Oeiras reached 15,862 euros, an increase of 672 euros from 2022.

In Portugal, the median net income per person stood at 11,446 euros, marking a rise of 767 euros from the previous year’s 10,679 euros. The data also highlights that 71 municipalities, one more than in 2022, reported values above the national benchmark.

The top five municipalities with the highest income values in 2023 remained unchanged from the prior year: in addition to Oeiras, Lisbon took second place with 14,282 euros (an increase of 473 euros), followed by Alcochete with 13,654 euros (up 780 euros from 2022), Cascais at 13,406 euros (an increase of 563 euros), and Coimbra with 13,241 euros (up 684 euros).

The National Statistics Institute (INE) also noted two other municipalities with values exceeding 13,000 euros: Porto Santo in the Madeira Autonomous Region with 13,089 euros, and Évora with 13,003 euros.

The report indicates that, except for Odemira on the Alentejo coast, the median net income per person increased in all municipalities, continuing the trend from 2022. In 137 municipalities, this increase was higher than the national rate.

“Between 2022 and 2023, the annual rate of change in the median income increased in 66% of municipalities,” the INE highlighted, specifying 197 out of 298 municipalities with available data.

The profile of the 71 municipalities with values above the national average includes all nine municipalities in Greater Lisbon and the Setúbal Peninsula, 17 in the Center, 10 in the West and Tejo Valley, eight in the Alentejo, eight in the North, six in the Azores Autonomous Region, three in the Madeira Autonomous Region, and Faro in the Algarve.

The municipalities with values below 10,000 euros are primarily located in the interior of the North region.

In the Porto Metropolitan Area, as per the INE and similar to 2022, three adjacent municipalities stood out for “high median values”: Maia with 12,726 euros, Porto with 12,460 euros, and Matosinhos with 12,266 euros.

By sub-regions, eight out of 26 surpassed the national average: Greater Lisbon with 12,943 euros, Setúbal Peninsula with 12,401 euros, Madeira Autonomous Region with 11,715 euros, Coimbra Region with 11,691 euros, Azores Autonomous Region with 11,660 euros, Aveiro Region with 11,593 euros, Leiria Region with 11,587 euros, and Central Alentejo with 11,567 euros.

The sub-regions of Alto Tâmega and Barroso with 9,449 euros and Tâmega and Sousa with 9,819 euros reported the lowest median incomes, below 10,000 euros per person.
