One in four unemployed people found employment in the 2nd quarter

Around one in four unemployed individuals (27.3%) in the first quarter of 2025 transitioned to employment in the second quarter, as announced by the National Institute of Statistics (INE) on Wednesday.

“Of the total people who were unemployed in the first quarter of 2025, 54.2% (198,100) remained in that situation in the second quarter of 2025, 27.3% (99,700) moved to employment, and 18.6% (68,000) transitioned to inactivity,” stated the report released today by INE.

Moreover, during the same period, 30.5% (53,400) of unemployed men and 24.3% (46,300) of unemployed women found employment.

“From the first quarter of 2025 to the second, 33.5% (77,400) of the short-term unemployed and 19.4% (24,600) of the inactive, who are part of the potential labor force, transitioned to employment,” it reads.

Additionally, during the same timeframe, “9.5% (72,000) of people who were self-employed moved to salaried employment, and 24.3% (88,900) of those who were unemployed found work as employees.”

“Of the total salaried workers who, in the first quarter of 2025, had a fixed-term or other type of contract, 22.3% (148,600) secured a permanent contract in the second quarter of 2025,” the INE notes.

Furthermore, “of those who had part-time jobs in the first quarter of 2025, 21.7% (93,000) transitioned to full-time employment in the second quarter of 2025.”

It is also noted that the “percentage of people who remained employed between the first and second quarter of 2025, but changed jobs, stood at 3.2% (160,900).”

Over 190,000 hold two or more jobs

During the same period, 3.8% (191,500) of those who remained employed continued to have two or more jobs, and 1.9% (96,200) who had one job acquired two or more jobs.

Of all young people aged 16 to 34 who, in the first quarter of 2025, were neither employed nor in education or training (NEET), 23.4% (48,100) transitioned to employment in the second quarter of 2025, while 23.7% (48,700) began education or training.

It is worth noting that the unemployment rate was estimated at 5.9%, a decrease of 0.7 percentage points (p.p.) compared to the previous quarter and by 0.2 p.p. from the second quarter of 2024, as reported by INE last week.

In the second quarter of 2025, the employed population (5,248,300 people) increased by 1.3% (66,900) from the previous quarter and by 2.9% (148,400) compared to the same quarter of 2024.

The proportion of the employed population working remotely, that is, from home using information and communication technologies, was 20.9% (1,095,800 people), the same as in the first quarter of 2025 and 0.6 percentage points higher than in the second quarter of 2024.
