
The head of the Ordem dos Solicitadores e dos Agentes de Execução, Anabela Veloso, stated that despite the Sistema Informático de Suporte à Atividade dos Agentes de Execução (SISAAE) being operational online, it is still “unstable and intermittent, not allowing secure and effective process management in execution procedures.”
A joint statement has been issued by the leader of OSAE and the President of the Professional Council of the College of Enforcement Agents, formally confirming the existence of constraints since July 9, 2025, which hinder or even prevent operations within SISAAE. This statement serves “as grounds for justified impediment.”
The predicted full resolution “will depend on the stabilization of the system,” with the next few hours, until Thursday night, being “critical to assess its reliability.”
The declaration of justified impediment “will remain in force until the total operability of the system is publicly certified by a new joint declaration.”
The issues have been ongoing since July 9 and were addressed in a note published last Friday on the OSAE’s page, stating that technical teams are “making all necessary efforts to resolve these constraints as soon as possible.”
This Monday, it was reported that despite the technical restoration of OSAE’s IT systems and the resumption of communications with external entities on Sunday, “the system remains inoperative concerning the activity of Enforcement Agents.”
The statement indicated that “all possible technical and institutional efforts are underway to restore full operational capability urgently” and that “technical difficulties have been communicated to the necessary entities, notably that the IT system does not allow the normal execution of Seizure Agents’ activities.”
The constraints are being addressed, but some access issues to the platforms persist, according to reports from solicitators.
In the note, OSAE indicated that acts such as recognitions, authentication terms, certifications, among others, should “be done as standalone acts/loose leaf/Word document,” noting the technical difficulties.
For authenticated private documents, system registration was waived, as was the case for signature recognitions in the formation of companies.
OSAE’s notice was also sent to the Order of Lawyers, as per a note published last Friday, informing that IT systems were unstable.
