The PAN’s sole member of parliament today submitted a bill to the Portuguese Parliament to guarantee a mission supplement for the PSP, GNR, Maritime Police, ASAE and prison guards, similar to the Judiciary Police.
According to the project, Inês de Sousa Real’s aim is for this supplement to also be awarded to professionals in the GNR’s Nature and Environmental Protection Service (SEPNA), who will also be entitled, if the proposal is approved, to “the patrol supplement, the stopover and prevention supplement and the uniform supplement”.
The PAN wants the mission supplement to be “paid over 14 months and with a variable percentage based on the respective category” and proposes that “any supplements with similar objectives (and of a lower value), such as service and risk supplements, be removed, and that their processing take place after the approval of the next State Budget (or a possible amending budget)”.
Quoted in a statement released by the party, the PAN spokeswoman considers it to be “elementary justice that, as soon as possible, respect for the constitutional principle of equality is restored and the right to a mission supplement is recognized for all security professionals”.
In the bill, the single member of parliament considers that awarding a mission supplement only to the Judiciary Police, despite being “elementary justice”, is “manifestly in violation of the constitution and in particular the principle of equality”.
“Since, on objective grounds, professionals in the security forces and services (or who exercise the functions of a criminal police body or criminal police authority) are treated differently and are in a similar situation – they are also subject to the risk, unhealthiness, hardship and restrictions arising from the exercise of their functions, as well as the handling, transportation and storage of toxic or dangerous substances, devices and weapons,” he argues.
