Parliament to debate pay supplement for security forces today

The Assembly of the Republic is debating today proposals by Chega, PCP and PAN to grant a pay supplement to the PSP and GNR, with the security forces protesting in front of the parliament at the same time.

The debate was scheduled by Chega, which is presenting four bills and three draft resolutions (without the force of law). In addition to these initiatives, MPs will also debate bills and resolutions from the PS, BE, PCP and PAN, all related to the security forces.

Chega proposes granting a mission supplement to the PSP, GNR and prison guards equivalent to that of the Judicial Police, replacing the “service and risk supplement in the security forces, both in its fixed and variable component”.

According to Chega’s proposal, this supplement would be paid monthly, in 14 installments, and indexed to the basic remuneration of the national director of the PSP and the general commander of the GNR, corresponding to 19.6% of that amount.

The PCP also proposes a mission supplement for the security forces and services, worth 200 euros when it comes into force, “increasing in January 2025 to 300 euros and in January 2026 to 450 euros. “From January 1, 2027, the mission supplement will be indexed to the increase in the salary of the national director of the PSP and the general commander of the GNR.”

The communists want this supplement to also be awarded to prison guards, the Maritime Police and ASAE.

The PAN is also debating a proposal to award a monthly supplement, paid over 14 months and calculated by reference to the basic pay of the national director of the PSP and the general commander of the GNR. In the case of the PSP it would be 10% for officers, 12% for chiefs and 15% for agents, while for the GNR it would be 10% for officers, 12% for sergeants and 15% for guards.

PAN proposes that this mission supplement should also be awarded to forest rangers, prison guards, the Maritime Police and ASAE.

According to an official source, the government will not be represented at the debate.

Inorganic movements of members of the PSP and GNR, as well as some union structures, are mobilizing to attend the Assembly of the Republic this afternoon, in response to the invitation from the president of Chega.

Although the main GNR associations and PSP unions have distanced themselves from Chega’s call, the Zero Movement and the Inop Movement are calling on police officers, via social networks, to attend the protest in front of the Assembly of the Republic and to be present in the galleries, as well as PSP unions without representation. The only union that has the right to negotiate with the government and has already said it will be present in the galleries is SIAP (Independent Union of Police Officers).

The Prime Minister’s words that the government won’t put “a penny more” into the proposal for the security forces could further exacerbate the mood among police officers, given the lack of motivation, according to a union source told Lusa.

An official source from the PSP’s national directorate told Lusa that policing will be reinforced inside and outside the Assembly of the Republic, as happens in similar protests that take place near that building.

When contacted by Lusa, most of the parties refused to say how they would vote, including those that support the government, the PSD and CDS-PP, which, following these statements by the leader of the executive, are expected to vote against these initiatives.

Speaking to journalists on Wednesday, the leader of Chega considered that this debate will be “the litmus test of who is on the side of the security forces” and insisted on the mobilization of the police.
