
According to the Parliament’s website, 2,026 proposals for amendments have been submitted.
As of 6:15 PM, there were 49 proposals from PSD/CDS-PP, 612 from Chega, 103 from PS, 104 from Iniciativa Liberal, 248 from Livre, 515 from PCP, 101 from BE, 179 from PAN, and 50 from JPP.
The deadline for submitting proposals was 6:00 PM, but as in previous years, it was extended.
During the special committee hearing, the Finance Minister, Joaquim Miranda Sarmento, addressed the “proposals for amendments that the different parliamentary groups have already submitted or will submit during today,” mentioning that it is up to the deputies to decide whether they want to keep the Budget as proposed, with a 0.1% surplus of GDP that allows “to execute 0.8% of GDP in PRR loans,” or if they prefer not to have a surplus.
Last year, a record number of amendment proposals were reached when the parties submitted 2,123 proposals.
The Government submitted the OE2026 to parliament on October 9, the day before the deadline and three days before the local elections.
In the macroeconomic scenario, the PSD/CDS-PP Government predicts that the Gross Domestic Product (GDP) will grow by 2% this year and 2.3% in 2026.
The executive aims to achieve surpluses of 0.3% of GDP this year and 0.1% next year. Regarding the debt ratio, it is estimated to decrease to 90.2% of GDP in 2025 and 87.8% in 2026.
The proposal was approved in general terms on October 28, and the final global vote is scheduled for November 27.
